Prevention of human trafficking
The prevention of human trafficking is organized within the framework of various State programs, and is implemented on the basis of a system of targeted preventive measures.
The system of measures for the prevention of human trafficking includes the following:
- Conducting research on the prevention of human trafficking, with particular attention to gender aspects;
- Developing and implementing programs aimed at addressing social problems that create conditions conducive to human trafficking;
- Strengthening the legal and social protection of women and children;
- Engaging potential victims of human trafficking in socially beneficial work and ensuring their employment;
- Encouraging employers to hire persons affected by human trafficking;
- Organizing awareness-raising and outreach activities among potential victims of human trafficking, including informing them of the risks they may face, the protective measures provided by the State, and the administrative, criminal-legal, and other measures implemented by the State to combat human trafficking;
- Establishing and effectively utilizing a system of social, legal, pedagogical, and other measures aimed at identifying and eliminating the causes and conditions contributing to the neglect and abandonment of children;
- Detecting children who are out of school and taking measures to ensure their upbringing and access to education;
- Developing and implementing specialized programs in educational institutions, orphanages, boarding schools, and other agencies and institutions engaged in the prevention of neglect and violations of the rights of minors;
- Organizing specialized training courses for personnel of agencies involved in combating human trafficking.
State authorities cooperate with non-governmental organizations in the field of human trafficking prevention.
Non-governmental organizations operating in this field are involved in raising awareness among potential victims of human trafficking, organizing the functioning of specialized facilities for trafficking victims, providing legal assistance to such victims, and supporting their social rehabilitation.
The relevant executive authority of the Republic of Azerbaijan, together with the National Coordinator, may identify the necessary requirements for the purposes set forth in Article 10.2 of the Law on Combating Trafficking in Human Beings and provide grants accordingly.
