Interim Shelter (3 storied building) for lodging the victims of trafficking in human beings has been dedicated, repaired and equipped with all necessary developed equipment on the international level, and officially opened in 2006 by the participation of delegates of the U.S.A Embassy in Baku city, as well as International Organization for Migration. 

This shelter is under the auspices of the Main Department on Combating Trafficking in Human Beings at the Ministry of Internal Affairs of the Republic of Azerbaijan. Here works members of different NGOs.  

Purpose of Shelter and basic functions:

Appointment of the Shelter is to provide victims of Trafficking in Human Beings (THB) with protection and place for temporary accommodation.

Basic function of Shelter is as follows:

Protection of witnesses, victims and supposed victims of THB;

Providing necessary assistance for victims and supposed victims of THB;

Providing necessary needs of victims and supposed victims of THB;

Providing safe circumstances for victims and supposed victims of THB as well as for witnesses;

Providing with food and medicines of victims and supposed victims of THB;

Creating decent living and comfortable living conditions for victims and supposed victims of THB;

Providing with immediate medical, psychological, social and legal assistance for victims and supposed victims of THB

Ensure a safe environment for providing measures for rehabilitation and reintegration regarding victims and supposed victims of THB, as well as for victims of waiting for their repatriation and witnesses who provided proofs.
